Simple Meaning:

Krishna, the Ornament of Gokul

While bowing down to Krishna, who is the ornament of Shrimad Gokul, who is a glowing tejpunj, a mass of light, who is beyond words as well as thought, who is the great ocean of madhurya, sweet loving tenderness, Shri Billavmangal ji says that Krishna shines forth in the ecstatic states of those pious bhaktas who ardently long to have His darshan occasioned by an inexpressible deluge of unrestrained transcendental rapture.

Rasa-laden Commentary:

Krishna is Tejpunj, a Glowing Mass of Light

He means to say that this great ocean of extreme sweetness, glowing mass of light (Lord Krishna) shines forth in the hearts of highly fortunate beloved devotees adorned with bhava or loving flowing towards Him. He is unattainable and cannot be seen without bhava.

Krishna Manifests for His Loving Devotees

'You manifest in front of those loving devotees whose hearts are totally dependent on You, who ardently long to behold You, who are overwhelmed with spontaneous transcendental delight, who are absorbed because of having relished the sweetness of Your lila and who are longing to behold Your spirited antics.'

Krishna, the Blue-hued Saphire of Gokul

This mass of glowing divine light is not Nirakar or formless but Sakar, having form. He the ornament of Gokul Mandal. Gokul has been blessed, highly blessed, only because of Your arrival. You are the glory of the residents of Gokul, Your grandeur can not be described in words. Lord Krishna ornaments Gokul like the Neelamani or blue sapphire; He is surely the ornament of Nand Bhavan in Gokul.

In the words of Surdas:

Surdas Describes Krishna

shobha sindhu na ant rahi ree |
nand bhavan bharpuri umag chali,  braj kee beethinha phirat bahee ree |
dekhi jai aaj gokul mein, ghar-ghan bechati phirati dahee ree |
kahan lagi kahaun banai vividh vidhi, kahat na mukh sahsahun nibahee ree|
jasumati udar agadh udadhi te, upaji aisee saban kahee ree|
‘surshyam’ prabhu indraneelmani, brajvanita ur laee gahee ree |’

Your svarupa is beyond mind and words. Our mind and eyes behold You but they do not have words. Besides, words can not have darshan of what they can describe.

tadapi kahe binu raha na koi
(Sri Ramcharitmanas)

Gopis Want to Contain the Image of the Eternal Lover in their Minds

Your ineffably beauteous Form, Your capriciousness and fickleness can’t be described.
Innumerable waves of beauty keep rising in Your youthful form. Gopikas truly longed to contain these waves of the Lord’s transcendental form, their Eternal Beloved in their minds and vital breaths of their lives, but the image they saw when they opened their eyes was  absolutely different. They were astonished to see hundreds of streams of a new image gushing forth. How could they fill their hearts with these new waves which were rising, moment after moment! Therefore You are beyond mind and words.

Rasikas have been describing Your form till date, are doing so and will do so in the future but they are restless and not yet satisfied. They feel that they have not been able to describe You at all.

Krishna is Dependent on the Gopis

I bow down to that tejpunj, the glowing mass of light, who is dependent on the gopis but is beyond description.

This very tejpunj is our Neel Brahma, Who bestows joy on us, grants coolness on us, He is the Supreme Lover of the gopis. They plunge in the romantic dalliances of this blue-hued Krishna, night and day.

The sweetness of madhuryaika-maharnavaya jyotipunj relished by the gopas and gopikas of Braj can be attained only by the very pious souls who are endowed with extremely selfless pure love like them.

Visualizing Krishna with Eyes Anointed with Divine Love

It has been said in the ‘Brahma Samhita’
premAGjanacchurita bhakti vilocanena
santaH sa daiva hRdayeSu vilokayanti
,
(Sri Brahma Samhita. 38)
"I worship Lord Govinda, the Primeval Supreme Personality, Syama Sundara, Whom the pure devotees ever visualize in the core of their hearts through eyes anointed with Divine Love,"

This is exactly what Shri Billavmangal ji is saying:
sukritam bhaveshu nirhasine
Lord Krishna shines forth in the hearts of pious bhaktas.
